Background: In the aftermath of natural disasters, UNDP supports the affected communities in early restoration and rehabilitation of community infrastructure at the local level. Community Infrastructure and Community-Based Assets (physical and institutional) are critical for enabling local population to restart their lives and their economic, social and cultural activities. Human development is inextricably linked with the performance of these community based systems and structures. In this context, infrastructure rehabilitation programme(s) is UNDP’s key intervention in order to rebuild local structures that perform basic functions and services central to the survival and healthy functioning of the community and it’s economic sustainability. The goal of UNDP’s intervention is to assist affected community in leading its own recovery, harnessing its potential, expanding choices, learning new skills, and prioritizing its early recovery needs..
Pakistan has a recent history of devastating natural disasters such as Earthquake in 2005 and floods in 2010 and 2011, which have resulted in large scale losses of human lives, livelihoods and other resources. With an aim to prepare for early recovery support to the affected people after natural calamities, UNDP is developing a Roster of suitable candidates for various positions. The recommended candidates shall be offered to join UNDP response team in the wake of such disasters.
Duties and Responsibilities:
Under the immediate supervision of the UN Field Security Coordination Officer (FSCO), the Local Security Assistant (LSA) will provide assistance in the implementation of the security plan and all matters relating to safety and security management.
In the instances without a full time FSCO, the LSA works under the direct supervision of the Chief Security Advisor(CSA). It is important to note that the LSA is a local assistant who must always work under the direct supervision of and be accountable to either the FSCO or CSA.
He/she will perform the following duties and responsibilities.
1- Provide substantive support to the FSCO in the collection of information and preparation of communications to theUnited Nations (UN) Head of agencies and the UN Security Bureau in the New York in relation to the security issues.
2- Gather and update information on security related issues in order to review and assess the security situation at the duty station.
3- Provide assistance in the conduct and follow up of investigation and reports on the security related incidents affecting UN staff and UN offices and maintain an accurate and detailed record of all security incidents occurring in the regional office.
4- Assist in the preparation of security reports (Security Incidents, Security Assessments and Quarterly Incident Reports).
5- Maintain close contact and liaise with host government agencies and other UN offices to obtain the latest information regarding the security situation in the country and advise the FSCO on latest trends and threats to staff safety and security.
6- Prepare, maintain and update country security plan in accordance with the guidelines contained in the UN Field Security Handbook including updating national and international staff list.
7- Assist in the maintenance and monitoring of MOSS (Minimum Operational security standards) compliance on equipment and other areas.
8- Identify the emergency Communication Equipment.
9- Take part in conducting security evaluations and surveys in order to provide advice on security measures for the residences of the UN staff members and UN offices.
10- Represent the UN/DSS meetings when the FSCO is on mission/leave outside the country.
11- Provide support in organizing and conducting training courses on security issues/awareness and preparedness that include newly assigned staff members. Security orientation briefing is also given to new staff members uponarrival at the duty station.
12- Assist the Area Security Coordinators and Wardens inthe discharge of their responsibilities and monitor the status of their security preparedness at all times.
13- Perform other duties as may be assigned by the FSCO
Required Skills
- High level of awareness on security matters and to understand different levels of risk and threat.- Ability to take initiative and use judgment to identify threats against the UN (personnel or property) and take appropriate action / report to high officials in a timely fashion.
- Willing to work long hours, under difficult conditions and often at high levels of stress.
- Highly motivated and have the ability to think quickly and
react with initiative to rapidly changing situations.
- Have good inter-personal and communications skills and
the ability to interact readily with UN staff members at all levels.

Obtains, extract, and compile information on Early Reovery from files, publications, internet search andother sources, on own initiative or as directed Assist the SRA in project coordination and monitoring by keeping track of the project workplan and reports;
Provide advanced word processing support by creating complex spreadsheets, maintaining databases and creating high quality reports, presentations, and other documents;
Understand and assist in managingproject outputs, activities, project controls and draft correspondence as and when required;
Assist in compiling and developing project workplans;
Assist in coordinating all technical issues with the project partners and stakeholders;
Assist in coordinating meetings, including preparation of agenda, invitations, and drafting minutes of the meetings;
Assist in organization of project workshop and seminars, including preparation of proceedings and short reports; and
