Reporting & Liaison Assistant Job In United Nations Pakistan Hyderabad

Job Description

Under the overall supervision of the Chief of Mission, and the direct supervision of the Field Emergency Coordinator, the successful candidate will be responsible for the supporting IOM’s reporting activities. In particular he/she will:

1. Support all IOM flood response reporting activities, including:

· Draft accurate and concise input for situation reports, project reports, success stories and donor reports

· When required and in close coordination with the HoSO and the Islamabad office, act as point of contact with media department to provide up to date and relevant information for IOM press notes and interviews

· Support documentary activities, by taking photos and coordinating/supervising professional photographer/camera team visits to the field

· Support the media department in Islamabad to maintain photo library and update social media sites with new photos

· Draft general, donor-specific and activity-specific reports and summaries

· Track agreements for implementation and distributions to be undertaken by implementing partners

· Prepare Weekly Emergency Distribution Report for Monsoon update and Monthly Report for IOM newsletter

· When required, act as a branding focal point for field activities, ensuring that all branding requirements are met for high-level visits and photo-ops to ensure donor and IOM visibility in the field, within security restrictions.

· When required, liaise with logistics, information management, shelter cluster, mass communications, health, media and HR departments to gather information for IOM situation reports

· When required, travel to field hubs and project sites to collect information and success stories documenting the impact of IOM flood response on the ground

· When required, inform Reporting Officer and Information Management in Islamabad about activities, project status and provide support as requested .

· When required, provide support to logistics section when needed for checking and clearing the transport / labor payments or any other.

2. Work closely with Information Management Assistant and M&E Assistant to produce accurate timely project reports and situation reports.

3. Assist in monitoring project progress and providing updated report to IM and Reporting Officer

4. Establish contact with appropriate partner agencies when basic or special needs are identified.

5. Liaise with IM-Operations as he finalizes the IP Agreement for NFI’s, to prepare the Release Note against it to Warehouse for dispatching the NFI’s.

6. Liaise with Implementing Partners to make sure that the supplies reach at distribution points / warehouse on time as requested by Implementing Partners.

7. Liaise with Operation Officer and Emergency Coordinator to prepare the Weekly Work / Travel plan for Operation Teams.

8. Perform other duties as may be assigned.

Required Skills

University degree in English, Social Sciences, Media, Graphic Design or other related field.

Proven photography skills

Proven writing skills and experience producing reports, case studies and technical briefs.

Graphic design skills including knowledge of Adobe Photoshop, Corel Draw, Macromedia FreeHand or Adobe In-Design would be an advantage

Four years of experience in information management or reporting in international, national NGO or government program.

Extensive work experience in challenging environments and operational activities in conflict areas.

Experience of working in emergency situations highly desirable.

Excellent communication and interpersonal skills.

Willingness to travel regularly to hub offices and field sites.

Ability to work under extreme pressure in difficult conditions while maintaining security awareness.

Flexibility and focus on processes and their improvements.

Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

General functions: Under the overall supervision of the Chief of Mission, IOM Pakistan, and under the direct supervision of the National Programme Officer (Head of Migration Management Department), the Project Assistant will be responsible for the following duties:

Specific duties include:

Assistin organizing logistical support for coordination meetings, conferences,seminars and capacity building / training workshops regarding the IOM Readmissionproject “Support to the Government of Pakistan on implementation of ReadmissionAgreement between Pakistan and EU”.

Assistin supporting the planning, arrangements, organizing and preparing reportson capacity building initiatives under the IOM project targetinggovernment stakeholders and civil society.

Assistin preparing and drafting reports for donors (quarterly, yearly and final)in a timely manner.

Assistin ensuring the financial and administrative follow-up of readmissionproject is made on timely basis, in coordination with head of department,the administration and finance department.

Assistin supporting the establishment, organizing and functioning of NationalCoordination Committee on Readmission (NCCR) which coordinatesdeliverables under the IOM Readmission project including development ofreadmission procedural manual, desk review on existing procedure regardingreturn of migrants, support to returning vulnerable migrants, etc.

Assistin developing and enhancing liaison with government officials and otherstakeholders to strengthen cooperation to identify issues, gaps and needsfor support on effective implementation of IOM project.

Assistin mapping out the stakeholders and service providers (including NGOs) activein providing reintegration support to vulnerable returning migrants.

Assistin providing support on monitoring the standards of implementation of thePakistan-EU Readmission Agreement by concerned government stakeholders,and civil society including NGOs.

Help ensurethat the supply of capacity building deliverables and reintegrationsupport to vulnerable readmitted migrants under the project is met.

Assistin preparing and compiling draft information, reports, notes for file regardingcapacity building initiatives and coordination meetings with governmentstakeholders and other concerned organizations in Pakistan.

Assistin coordinating the readmission formalities with relevant governmentcounterparts or NGOs, and identify post-return reintegration services withstakeholders in the community.

Supportand maintain database on readmission cases; monitor case procedures andsystems nationally.

Assistin collecting information and update supervisors on legislation/policy mechanismsregarding readmission procedures in the country and analyze it with a viewto improving current activities and developing new projects.

Job Description

Background:

One year on from the devastating 2010 floods, Pakistan is again suffering from large scale displacement and major damages caused by the monsoon rains. Although the damage is widespread throughout different regions of Pakistan, Sindh is by large the most affected province with almost 2 million individuals displaced according to the TSSU monitoring survey during September 2011. The Government is also indicating that almost 8 million people have been affected nationally.

IOM is conducting a range of Humanitarian programmes to support the flood affectees, ranging from Shelter Cluster coordination, through Shelter construction programmes and also including information management system development programmes.

General Functions:

Under the overall supervision of the Chief of Mission and the Emergency Manager, and direct supervision of the Information Manager, the successful candidate will be responsible to contribute towards the effective provision of information management systems and data across a range of IOM projects to enable IOM to respond better to the affected population.

Scope of services:

Specifically, the Information Officer will be responsible for the following tasks:

Information management

§ Provide simple, user-friendly emergency shelter assistance reports in consultation with the local authorities, providers of shelter assistance and other key stakeholders; these reports should include provision for gender desegregation of data and reporting on more vulnerable groups, they should also be complementary to the information collection and reporting systems of other sector working groups;

§ Promotion of and training on the use of these reporting tools among shelter assistance providers and other stakeholders;

§ Supervise gathering and collation of data on emergency shelter needs and assistance being provided in a timely and efficient manner, including feedback and/or issues raised by the affected population;

§ Identification and reporting of any gaps in emergency shelter assistance to the Shelter Cluster;

§ Development and implementation of methods to share this information, as well as broader information on shelter needs and solutions which the Shelter Cluster wants to develop and/or share, with all concerned stakeholders and the affected population; this information may need to be made available in the local language, as well as English, to the maximum extent possible;

§ Coordination with other sector working group information managers to ensure complementarity and cross-sectoral analysis of information on the disaster response.

§ Identify and promote the localization or handover of information management services to appropriate agencies as appropriate.

Ensure needsassessment and analysis involves all relevant partners.

Identify gaps –assess, verify, and map emerging assistance needs and protection concerns;conduct regular ‘gap analyses’ based on verified needs.

Provide mapsand matrices showing distribution densities and coverage by item, member andgeographic area.

Ensure an IDPProfiling/registration is carried out which profiles the demographic dataof the camp population National/Local Authorities, StateInstitutions, Civil Society

Monitoring and Evaluation

Revise,recommend and assist in the implementation of recommendations to improvethe efficiency of current monitoring systems

Design,test and implement tools for data collection and data entry

Implementquality control mechanisms to improve the quality of the collectedinformation

Supportthe design of SMART indicators at a project, program and cluster levels incoordination with the Project Development team

Produceanalysis of project data and identifying methods to use results forservices and project improvement;

Training and capacity building of national authorities and civil society

§ Promote and support training of humanitarian personnel and capacity building of humanitarian partners.

§ Support efforts to strengthen the capacity of the national authorities and civil society.

Other

§ Support the Information Manager to manage the information management and M & E team, and attend meetings on behalf of the Information Manager relating to a broad range of topics, including programme implementation and developing appropriate strategies to meet needs identified, and ensure adequate reporting and information sharing.

§ Any other tasks that may be required (within reason) to achieve the objective of this assignment.

§ Provision of adequate handover, including the provision of brief guidance notes and counter-parting where possible.

§ Preparation of a short summary report at the conclusion of the assignment on lessons learned.

Education and Experience

Completed university degreefrom an accredited academic institution, preferably in GIS, Computer or Social Science or any related discipline, oralternatively, a combination of relevant training and experience;

Three years professionalexperience in information gathering and collection processes, data entrymonitoring and analysis;

Experience in an international or governmental programme in achallenging environment (more than two years preferred);
